Mise à la rue, mise à l'abri, et ces catégories qui font la différence : jeux et enjeux de la vulnérabilité lors des expulsions de bidonvilles : RT6-WP n°2020-2

Abstract : Slums, or bidonvilles in France are dealt with by a policy of evacuation and destruction, defined in part by a government instruction signed in January 2018. Slum evictions are caught between principles of exclusion and principles of integration: all the residents face being thrown in the streets, but some of them also face the possibility of being offered shelter. In order to offer shelter, two criteria are used by the State agents: vulnerability and the degree of integration. How do the residents of slums invest in these categories in the time before the expulsion, as well as the day of? I offer insight into this question through an ethnography study conducted in Seine-Saint-Denis over a period of nine months, in a slum where vulnerability plays a larger role than integration. As the emergency housing system in France is saturated, families faced with the possibility of expulsion from their home must invest in the administrative categories that might help them receive shelter. The issue is not only to be vulnerable, but to be recognized as such by the State. The ethnography sheds light on the scale of vulnerability operating during the expulsion: this scale is gendered, and access to emergency shelter is given in priority to those within a nuclear family model.
