Abstract : The reconstruction of New Orleans after Hurricane Katrina offered an occasion to introduce participatory approaches on a grand scale, in the form of administrative procedures approved by the authorities as well as initiatives by associations and communities. The article, based on a survey in the field, brings out the contradictions of participation beyond the ideal narrative of mobilising the citizenry and rehabilitates the role of public authorities in a context of crisis.
